Part IV — Decision Architecture
Every organization decides what gets automated, how far authority travels into its systems, and who has standing to change that. Part IV builds the architecture for those decisions: the decision types a hybrid organization actually has, how far authority can be pushed down before it should not be, what it means for a system to decide inside a granted boundary, and how the escalation surface is designed in rather than patched on. It closes by treating decision latency as something the organization is accountable for, not something it merely suffers.
